Issue Summary

When an issue is created via an email ( incoming emails) that contains a table with few empty cells, then the tables lines/formatting are not correctly parsed when the issue is created.

Steps to Reproduce

1. Set up incoming email handlers in Jira System settings to create issues from emails 
2. Send an email which contains a table in its email body to the configured email address.
3. Keep few cells as emtpy
4. Make sure the Hide Signature option is disabled for your site  and Clean Reply option is enabled.
5. Open the issue created from this email

Expected Results

Issue description formatting matches the email formatting . Column no and cells are intact and no data is lost or misplaced.

Actual Results

The Table formatting is dis-placed and data is lost from few of the columns.
