Unable to Verify an Agent's Phone Number in JSM operations as Admin

      Issue Summary

      In some cases Admin users does not want to provide some agents access to login to the JSM operations due to security reasons, but would like to verify that agents phone number on the agents behalf but is unable to do that.

      Steps to Reproduce

      1. Login to the site as an Admin and Navigate to JSM Operations
      2. Goto Settings > Operations > Role assignment > Select agent
      3. Add phone number under agents contact methods > Enter the agent's number > Verify
      4. Enter the OTP provided by the agent to the admin offline
      5. Refresh page, But the phone number remains unverified

      Expected Results

      Phone number is verified on behalf of the agent

      Actual Results

      The phone number remains unverified

      Workaround

      If the agent has ever logged in before, you can impersonate the agent as an Admin and verify their phone number on their behalf by following the below steps:

      Impersonate the agent user as an Admin, then navigate to Settings > Notification Settings > Alerts > Contact methods and then verify the agents phone number after getting the OTP from the agent offline.

      This workaround does not apply if you are unable to impersonate the user for any reason
