Customer is asked to set their password despite the password login disabled

      Issue Summary

      Despite password login being disabled and SSO enabled the customer receives an email notification forcing them to set the password and full name when they are "added as a customer" from the project settings.

      This causes confusion with the customer regarding whether to use the password that they have set or the SSO password. 

      Steps to Reproduce

      1. Invite a customer by navigating to the Service Management Project and Customers
      2. Click on Add a customer and enter the email address of the customer that you would like to invite.
      3. The customer receives an email to set their password 
      4. Once they click on the link then they are forced to enter their Full Name and Password. 
      5. Upon completion of this step they are then asked to enter the email address again and this time they are redirected to SSO login page.

      Expected Results

      With password settings disabled and SSO enabled the invite customer should not set the email to set the full name and password. The user should be redirected to the sso login page. 

      Actual Results

      The customer is asked to set the Full name and password which is nowhere used.
