Issue Summary

On the new workflow editor, if you have statuses with 'Allow issues in any status to move to this one', they won't show up in the approval process to either approve or decline.

Steps to Reproduce

1. Create a status and check the 'Allow issues in any status to move to this one' option.
2. Create a status and add an approval phase
3. 

Expected Results

The status is selectable, as it is in the old editor:

The status is not selectable
