Issue Summary

When going from JSM project 'AI Agents' page, it shows 'To use AI agents, activate Atlassian Intelligence (AI).' even though AI has been enabled for JSM Product. This happens on Premium sites (have VSA capabilities), and don't have Rovo activated.

Steps to Reproduce

1. JSM Premium is activated for the instance
2. Rovo is not enabled
3. AI setting is enabled for JSM

Expected Results

This is not mentioned in the error screenshot as it asks the user to enable Atlassian Intelligence which is already enabled for the JSM product.

Actual Results

Rovo and VSA are separate. The JSM 'AI Agents' page expects Rovo to be activated for Rovo agents to appear/configure there.

Workaround

Use Studio to create VSA agents and enable Rovo for AI Agents page to work as expected.
