Issue Summary

When we set a status to receive transition from "Any" other status, this transition doesn't appear in the approval status in the new workflow UI.

However, it is possible to use in the old workflow UI.

Steps to Reproduce

1. In the new workflow UI, flag the status option: Allow issues in any status to move to this one.
2. Try to use this transition in the Approval process.

Expected Results

We would like to use the transition in the approval process in the new workflow UI.

Actual Results

That's not possible to find the transition in the "Approve" and "Decline" fields when configuring the approval process.

Workaround

Use the old workflow UI to set the approval process.
