Issue Summary

Need an option to Disable or Hide Rovo chat popup on JSM portal. 

Steps to Reproduce

1. Enable the Rovo chat for portal.
2. Try to visit the portal and submit the request, the rovo keeps popup on the screen.

Expected Results

Rovo chat should be minimized until the user opens the chat.

Actual Results

Rovo chat keep pops-up on the portal.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
