Issue Summary
When a Stakeholder communication is added, and is for some reason the communication fails sending to a user, then a public comment is added, making it visible to the customers, and also a Public comment added notification is sent to the customer, which adds more confusion to the customers.
Steps to Reproduce
- Add a Stakeholder communication.
- Make sure the communication fails for one user.
Expected Results
An Internal comment is added that the notification failed to be sent for one of the user
Actual Results
A public comment is added, which is viewable by the customers involved in a work item (Reporter, Request participants, Organisation member), this adds more confusion to the customer type users.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
