Issue Summary

If you want to filter the alert dashboard between two dates/times, there's a date picker field and a time field. If you don't select a time in the field and select 'update', it silently fails.

Steps to Reproduce

1. Go to the alert dashboard
2. Search by Time > 'Between'
3. Select dates
4. Select 'update'

Expected Results

It should either give an error/warning to select a time or it should default to 0000 for the selected dates.

Actual Results

It doesn't add the filter and doesn't tell the user there was an issue.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
