Unable to save Notification policy with message "durationFormat: Duration format cannot be empty"

      Issue Summary

      When create/edit notification policy, UI shows incorrect error and prevent to edit the notification policy.

      It is occurred when notification preference is selected "Delay or turn off" > "Delay until".

      Another parameter "Delay for" is validated incorrectly, if its duration format is not selected, it prevents to create/edit notification policy 

      Steps to Reproduce

      1. Open team operation page >  [Policies]> [Notification policies]
      2. Create/edit notification policy
      3. In Notification preferences, select "Delay or turn off" > "Delay until" and enter values (ex: "8:00 AM" & "any day")
      4. System shows the error "We couldn't update the notification policy."

      Expected Results

      Notification policy can be updated

      Actual Results

      Notification policy can't be updated due to error

      Workaround

      Select time duration for "Delay for", it allows to update notification policy.
