Current State:
When a customer configures a custom mailbox for a JSM project and disables self-signup, new JSM customers who email the custom mailbox will receive a message stating, "Self-signup is disabled for this help center. You need to be invited first." Once an administrator adds the portal user to the JSM project and marks the message as unread for reprocessing, the mail handler skips the message because it recognizes the message ID as a duplicate. This issue was addressed due to a fix related to JSDCLOUD-13685. As a result, new tickets cannot be created by the new portal user, and the email processor must wait 24 hours before the message can be reprocessed.
Proposed:
Allow reprocessing with the same messageID if flagged by the JSM mailhandler when self sign up is unavailable for new portal customers.
