When a Site or Org Admin views a Customer Permissions page *without* Project Administrator permissions, they receive an unhelpful error message.

      Issue Summary

      If a Site/Org Administrator accesses a Customer Permissions page, and they are not a Project Administrator (on the People page, added with the Administrator Role), they receive a message similar to this:

      Hash <hash>
      Trace <trace id>
      Contact Atlassian Support if this keeps happening.
      

      Steps to Reproduce

      1. Create a JSM Project
      2. Remove yourself from the People page Administrator access
      3. Navigate to the Customer Permissions page.

      Expected Results

      helpful error explaining why the User lacks access is provided.
      Something like "You don't have Administrator Permissions."

      It's just expected that the error the Page shows would explain its cause, rather than the error indicating to contact Support.

      Actual Results

      A cryptic error is shown, as above, regarding the Trace/Hash IDs.

      Workaround

      Provide the User, administrator access to the project on the People page.
      Then the error won't appear.
