Customers can't make portal transitions/raise tickets when the project is restricted (TM project) and the customer was added on the People page first

      Issue Summary

      In a team-managed project, if the option "Customers can make this transition" is enabled on a transition, but the project is "restricted", some Atlassian account customers don't see the transition in the portal, depending on how the customer was added to the project.

      This also affects the ability to raise requests.

      The transition appears if the project is set to Open.

      Steps to Reproduce

      1. On a team-managed project, allow customers to make a transition.
      2. Under Project settings -> Access -> Customer permissions, set the project as Restricted.
      3. Added a customer through Project settings -> People. Don't add the user through Project -> Customers.
      4. Raise a request with this user.
      5. Check the transition through the portal.
      6. Try to raise a request with this user.

      Expected Results

      You should see the transition on the portal and should be able to raise requests.

      Actual Results

      The transition doesn't appear, and you will receive a permission error while raising tickets.

      Workaround

      The problem happens when the user is first added to the People page. They will appear on the Customers page, but can't see the transitions or raise requests. 

      Removing the customer from the People page and adding it again through Project -> Customers should resolve. You can still assign the viewer role if necessary after adding it to the customers page.
