Improve the error message displayed for when users don't have permission to view playbook on work item or hide the playbook panel for those users

      Current State:

      Currently, in order to view playbook on work items, a user needs to either:

      • have JSM user(agent) license
      • be a project admin

      else, users will see this error message: PFA

      We couldn't show the playbooks right now. Try again later.
      

      This current message can confuse users.

      Proposed Future State:

      Improve this error message so that it makes more sense for user viewing work items.
      For example,

      You don't have permission to view playbook. Check with your admin.
      

      or, even hide the Playbook panel on work items for users who does not have the permission to view it.

      Also, it is better to have this permission specification documented somewhere, i.e. Support Document or in the error message.
