Issue Summary

Recently incident creation via automation are failing intermittently with following error:

"Unable to create work item Failed to search alerts with given alertIds with status code 403"

No changes have been made to the automation or permissions.

Steps to Reproduce

Note: Unable to reproduce on-demand but occurs intermittently

1. Create an automation where an incident is created from a new alert.
2. Set actor as user - Automation for Jira

Expected Results

The automation should create an incident every time an alert is created

Actual Results

The automation fails to create an incident intermittently when an alert is created

Unable to create work item 
Failed to search alerts with given alertIds with status code 403 

Workaround

Manually trigger an incident for the alert that did not automatically create an incident via the automation.
