Issue Summary
The "Skip to Main Content" link is not visually perceivable on mobile devices.

Steps to Reproduce
- Open the myColorado support request form on iOS and Android devices.
- Enable a screen reader (VoiceOver on iOS or TalkBack on Android).
- Navigate to interactive elements using keyboard navigation (external keyboard) or swipe navigation.
- Observe that the skip link is announced by screen readers but is not displayed.

Actual Results
When the user navigates to the "Skip to Main Content" link on Android and iOS devices using a screen reader, the link is announced correctly. However, the link is not visible on the screen.
As a result, both sighted and neurodiverse users can encounter challenges and confusion during interaction.
Expected Results
The Skip links should be visually hidden by default but become visible when they receive keyboard focus. This ensures that all users, including both sighted users and screen reader users can perceive and interact with.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
