      Issue Summary

When a customer is added to a JSM project with the Service Desk Customer role and then given the Service Desk Team role, it does not give them the Atlassian License as mentioned in this document:

      https://support.atlassian.com/jira-service-management-cloud/docs/view-team-member-licenses/

When a Jira administrator adds a new agent to the project, the agent is also assigned a Jira Service Management license and added to the service-project-users license group.

      Steps to Reproduce

      1. In a project, add a user with only the Service Desk Customer Role (they must not have an Agent license in the user management section)
      2. Add the Service Desk Team project role.

      Expected Results

As per documentation, the user should be given the Atlassian License as an Agent.

      Actual Results

Even after adding the Service Desk Team role in the Project, they are not given the license.

      Workaround

As a workaround, you need to re-add the user, even though they are already part of the project.
In the project -> People and access -> Add people and add the user again with the Service Desk Team role. This will combine the user with the one already added and give them the Atlassian Agent License.
