Allow translations for help center topics, sections, external links and landing pages

      Current State:

      Currently, we can't translate Helpcenter Topics and page layout sections to various languages. 

      We can only add rich text in one language while adding it, and it is displayed to all users by default. 

      Proposed Future State:

      Just like we allow translations for Announcements in the Help Center, we also need to allow translations for topics and sections with rich text. 

      Alternative (e.g. Third Party Plugin):

      Marketplace app - Refined Sites for JSM (Theme ITSM, HR, Help & Service Desks) allows their customers to configure translations (automatic and manual) as mentioned in their article: Site languages and translations- Refined Support
