Granular/New permission to create and edit Change Calendar

      Current State:

      Currently, any agent added to project can create and edit Change Window (either Freeze window or Maintenance window) from project Change Calendar. 

       

      Proposed Future State:

      Give a new permission which allow only approved user to create and edit Change Window (either Freeze window or Maintenance window) in the project.
