Provide a way of associating projects from the Permission Schemes section

Suggested Resolution

Provide an Associate button in the Permission Schemes section (Settings -> Work Items -> Permission Schemes) to attach a permission scheme to a specific project(s).

Why this is important?

In cases where the Permission Scheme page is corrupted or fails to load, this method can be helpful for updating it.

Workaround (if any)

Use the API call to update the permission scheme
