Ability to generate API token for Portal only customers in Jira Service Management

      Issue Summary

      As of now, only Atlassian Account users can generate API token from https://id.atlassian.com/manage-profile/security/api-tokens 

      This request is to allow API token generation for External customers. 

      Service Desk APIs offer a few functionalities that can be performed with customer access. Portal-only customers can't use these APIs due to this restriction. 

      Workaround

      Migrate the portal-only account to an Atlassian account and generate an API token.
