When using Jira automation to create incident for alerts created in Operations, Incident creation fails intermittently

      Issue Summary

      When automation rule is set to trigger incidents for alerts created via Operations, these automation rules are intermittently failing to create incidents. The audit log for the automation shows the following error: "One or more alert Ids provided in the request are not valid" This seem to occur where there are a large amount of alerts being created at the same time.

      Steps to Reproduce

      1. Create an automation with Operations where it creates incident for each unique alert created
      2. Trigger alerts.

      Expected Results

      All unique alerts created, should trigger an incident as per the automation.

      Actual Results

      Incident creation fails intermittently with the following error "One or more alert Ids provided in the request are not valid"

      Workaround

      Add a delay of minimum 15 seconds in the automation before the incident is created
