When creating a new Journey user with the Administer Jira Global permission can't Add Automation rules to Journeys

      Issue Summary

      When creating a new Journey, with JSM Journeys feature enabled in a Vortex-enabled environment (New user management experience), site-admins with proper Jira Automation rule permissions can't Add automation rules to Journeys.

      Steps to Reproduce

      1. Step 1
        On a Site with Vortex enabled (New user management experience), enable the JSM Journeys feature.
      2. Step 2
        And with a user with Administer Jira Global permission, try to add a Journey Automation rule.

      Expected Results

      A button to add the automation rule is displayed:

      Actual Results

      The button to Add Automation rule is not displayed if the user is not an Org-admin.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available.
