Problem
When translation for JSM forms are added for languages such as Croatian, Slovenian and Serbian, these translations are not shown in the form on the customer portal

Steps to Reproduce
- Add Croatian Language under "Language Support" and enable it for customers
- Go to the JSM form and under "Translate" tab, add langauge Croatian and add translation for the JSM form and save it.
- Ensure that this form is associated with a request type in the project
- Log in as a customer whose profile language is set as Croatian ("Hrvatski") and open the request type form in the portal
Expected Results
The JSM form shows the translated field names in Croatian language
Actual Results
The JSM form shows the field names in the language set as "Primary" language.
