Issue Summary

When moving work item from Project A(Service Project) to Project B(Service Project), that has same work item type and same work item request type, in the move screen if you don't select any value for request type, it will not retain the value of request type once the work item is moved. 

Steps to Reproduce

1. Create 2 projects with same work item type and work item request types
2. Create a work item and then attempt to move from Project A to Project B
3. During the move ensure not selecting any value for request type
4. Observe once the work item is moved the request type value is not copied. 

Expected Results

Value of request type should be retained.

Actual Results

Value of request type isn't copied/retained when moving work items.

Workaround

While moving work items explicitly choose the request type to ensure that the request type value is retained.
