Each team can create its own maintenance policies. However, global maintenance can only be managed by an Ops Global Admin. However a non-admin user is unable to manage global maintenance currently.

It would be nice to have a permission defined such that they can be added to a custom role through which non-admin user can be assigned this custom role so that they are able to manage global maintenance policy.
