Inconsistence behavior of adding Default Role Members added to new project!

      Issue Summary

      Default project role members are not consistently copied when creating a new project from an existing configuration.

      Steps to Reproduce

      1. Create a default project role under General > Project Role.
      2. Create a new project and set it as a template.
      3. Create another new project by copying the existing configuration from the template.
      4. Check the project role section in the new project.
      5. It is empty

      Expected Results

      The default project role members should be automatically added to the new project when copying the configuration.

      Actual Results

      The project role section is sometimes empty in the new project. In some cases, the default project role members are copied over, but other times they are missing.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
