"Notify stakeholders" screen opens in the background

      Issue Summary

      When viewing an incident in "Views" and clicking on "Notify stakeholders", the screen opens in the background and if we click anywhere, the screen disappears.

      Steps to Reproduce

      1. Navigate to Project > Views
      2. Click and open a work item of "Incident" work type.
      3. Click on "Notify stakeholders"

      Expected Results

      The "Notify stakeholders" screen should open

      Actual Results

      The "Notify stakeholders" screen opens in the background". When we click on outside the work item window, the screen disappears.
