Incident Rules continue to fire during the transition process from Opsgenie -> JSM

      Issue Summary

      In JSM Operations there is no concept of "Incident Rules" that exist in Opsgenie Standalone. 

      As a result they cannot be seen in JSM Ops. 

      However, when an instance is transitioning, they continue to fire (without users in JSM being able to see/edit them). They can only be seen and edited in the Opsgenie UI. 

      Steps to Reproduce

      1. Create incident rules in Opsgenie standalone 
      2. Start transition to JSM 
      3. Notice those rules continue to fire 

      Expected Results

      Incident Rules to stop working when the transition completes.  

      Actual Results

      Incident Rules continue to fire until a user goes to Opsgenie UI and deletes them. 

      Workaround

      Manually delete incident rules from Opsgenie UI.
