Currently, in order for a user to fill out a form and submit a ticket, the user needs to have a license for Jira Service Management or be a JSM Customer who ha access to the Request Type where the form is attached. You cannot make forms public so that anonymous users can submit a ticket. Client would like the ability to share forms publicly like the project. 

It would be great to have the same ability as JWM Forms where the forms are made available publicly as per
