Issue Summary

Enhance the assist bot notifications in Jira Service Management (JSM) to notify the new reporter when the reporter of a request is changed. 

Steps to Reproduce

Change the Reporter of a JSM Request:

1. Open an existing JSM request.
2. Change the current reporter to a different user.

Expected Results

• When the reporter is changed, the new reporter receives a notification in the assist bot.

Actual Results

• Currently, when the reporter is changed or a new participant is added, no notifications are sent to the users via the assist bot in Slack. This results in confusion and a lack of awareness regarding their involvement in the request.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
