Issue Summary

It seems all the forms that are available to be added are not shown completely when the user is on the Comments tab in the issue view. This happens in both the Old UI and the new UI. Some forms are hidden making it difficult for user to select the needed form. Scroll bar also does not appear.

On the other hand, all the forms are shown when the user is on the All tab or the History tab or any other tab in the issue view.

Steps to Reproduce

1. Access a work item in the agent view of Jira
2. Click on All/Comments/History etc
3. In each view try to click on the Add forms button to add a form

Expected Results

All forms available to be added to the work item should be shown in all the tabs.

Actual Results

When the user is in the comments tab, all available forms are not shown. There is no scroll bar as well and some forms are hidden making it difficult for the user to select the needed form

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
