Email body is not translating when email send by jira-notification

      Issue Summary

      When a customer sends an email to the email handler, and if he doesn't have permission to create a ticket. The reply that Jira sends in the notification is in English. It is not respecting the language configuration within the project, as well as in user account preferences.

      Steps to Reproduce

      1. Remove the external user email permission from the Email handler setting
      2. Set the language to something other than English in Project Settings >>> Language support and your account preference.
      3. Send an email to your email handler abc@atlassian.com

      Expected Results

      The body of email should be translated

      Actual Results

      You can see that only the footer content is translated. The body of the email is not translated, it is still in English

      Workaround

      Use the translation app in your browser or Email client

      Currently, there is no known workaround for this behaviour. A workaround will be added here when available
