Existing tags can't be selected when creating alerts

      Issue Summary

      When creating an alert, when you click into the 'Tags' field, it shows 'no options' even if there are existing tags and even if you type that existing tag into the field. Most customers will have tags they want to reuse, and having to manually type them in each time, and also having the system tell you you're 'creating' a new tag, even if the tag you type in already exists, is both confusing and can cause incorrect tags to be added. 

      Steps to Reproduce

      1. Create a few alerts and add some tags to them
      2. Create a new alert and try typing in one of the tags previously created

      Expected Results

      The tags field will show you existing tags that match what is being entered into the field

      Actual Results

      No existing tags are shown in any case
