Issue Summary

Tags can't be selected consistently in Operations reports

Steps to Reproduce

1. Create a few alerts and add a few different tags to them
2. Go to Operations >> Reports >> Alert analytics
3. Try to search for or select the tags from the alerts in the 'tags contains' filter

Expected Results

Existing tags should show up upon searching, and be selectable

Actual Results

Some tags show up, others don't, and the behavior is not consistent. Sometimes tags will show up, and upon reloading the page, they no longer show up. This behavior can be seen hours after the tags are added to the alerts, so the reports should have plenty of time to be up to date.
