Problem Definition
When migrating a portal-only account for JSM, an email is sent for target accounts.

Steps to Reproduce
- Create an Portal only account
- Migrate it to Atlassian Account per Migrate a portal-only customer to Atlassian account
- Check the email inbox of the migrated account.
