Issue Summary

When using the Virtual agent, intents are not matched even when the same training phrase is input.

Steps to Reproduce

• Create an intent called Slack: Raise Request
• Set the description to Default intent for Slack 
• Input training phrases unrelated to either the description or intent name:
  • beach
  • suns
  • waves
• The intent will not be matched despite using exact phrases.

Expected Results

The intent will be matched when exact phrases configured in training are provided.

The intent will not be matched:

Workaround

• Configure more descriptive training phrases.
• Make sure the Intent name is somewhat related to the phrases.
• Adding a description to the Intent relating to the training phrases will help.
