Issue Summary

As an Admin, it would be helpful to be able to test that all responders are receiving notifications correctly without creating actual Alerts or Incidents that trigger Alerts, that way we can be confident that all responders are able to receive the required notifications before a real Alert is generated.

Workaround

The closest thing to a workaround is to use Create Alert in the Global Alerts view, however this is still generating a real Alert which would then be recorded historically.
