Option to disable mention internal notification for Atlassian Accounts with customer role only

      At the moment as mentioned on JSDCLOUD-12118, all Atlassian Accounts with Customer role only will receive the internal notification when mentioned on a ticket through the customer portal.
      Having an option to disable those notifications per project would be ideal in cases where no notifications should be sent at all to any customers.
