Currently whenever a incident management feature isn't configured with a request type the "update incident" pop up shows up on the issue view screen for agents and admins.

If agents click on it nothing changes as an agent wouldn't have the required permissions. It doesn't makes sense to have this pop up displayed to an agent when they don't have required permissions.
Please only display the pop up "update incident" only to admin users.
