Issue Summary

When restrictions and issue security is enabled for any request type in project then changing default project language under Language support fails with error 'We ran into a problem and couldn’t set English (United States) as the project default language. Please refresh the page and try again.' 

Steps to Reproduce

1. Go to project settings -> Request management -> Request types. Enable restrictions and issue security for any request type (see attached screenshot)
2. Go to project settings -> Language support. Add and enable new language if not already present. Change default project language. (see attached screenshot)

Expected Results

User is able to change default project language successfully

Actual Results

Changing default language fails with error: We ran into a problem and couldn’t set English (United States) as the project default language. Please refresh the page and try again.

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available
