Ability to disable Operations features in JSM

      Problem description

      JSM now has the operations features by default, which means the on-call schedule and alerts will show up in the 'Your work' section. However, these will be blank if the feature isn't being leveraged, but will still take up screen real estate.

      Suggestion

      Add an option to disable operations features from showing in JSM.
