Issue Summary

After Forms Translation was added in translate tab, Re-order the fields in FORM Builder cause the translation to be lost for the moved field. 

Steps to Reproduce

1. Add 2 fields in FORM Builder.
2. Add another language in translate tab and add Translation for both the fields.
3. In FORM Builder, re-order first field to bottom > Save Changes.
4. Navigate to Translate tab, Observe the moved field lost translation.

Expected Results

Field translation should not be removed as the field just re-ordered.

Actual Results

Field translation gets removed for the field that was re-ordered.

Workaround

None at the moment.
