Issue Summary

When using the default language for a project, incognito mode doesn't accept the performed configuration. 

Steps to Reproduce

Expected Results

When configured with a default language, on an open portal, users should be able to observe the default language chosen by the project admin.

Actual Results

Observed language is not the default language. System and browser settings is being taken into account depending on the cache state.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
