Issue Summary

Search with the user's email address in the "Request Participants" field in the issue view. No results show for the user who has set visibility in their profile for the email: "Only you and admins".

Steps to Reproduce

1. Search with the user's email address in the "Request Participants" field in the issue view. There will be no results for the search. 

Expected Results

The user should be searchable with the email address

Actual Results

No results for the search

Workaround

Search with the name instead of the email.
