Ability to disable/reduce the time interval for the voice notification aggregation

      Currently, JSM Operations aggregates phone notifications and makes phone calls at most 4-minute intervals.

      It would be helpful in some cases if we had the ability to reduce this interval or disable the aggregation as in some cases the aggregation may lead to the user not being aware of issues that have tighter SLAs.

      The current workaround is make use of email or push notifications.
