Currently we provide the ability for customers to change whether comment visibility is dependent on groups and/or project roles — we do not however allow the ability to restrict who can change the visibility dictated by this setting by the user submitting the internal note to the issue. 

Please consider implementing a way to restrict the changing of visibility of internal notes, potentially by adding another option to opt-opt of the feature itself.
