Issue Summary

In Opsgenie, an admin can add or remove team members without being part of the team. However, in JSM, an Opsgenie admin must be a member of the team to manage its members.

Steps to Reproduce

1. Assign a user the Operations global admin role.
2. Attempt to add or remove users from a team where this user is not a member.

Expected Results

The Operations global admin in JSM should be able to add or remove users from a team without needing to be a member, similar to the functionality available in Opsgenie.

Actual Results

The Operations global admin in JSM can't add or remove team members unless they are part of the team.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
