Issue Summary

Ability to identify users with both Atlassian accounts and portal-only customer status, and bulk migrate portal-only customers to Atlassian accounts.

Steps to Reproduce

• Navigate to Admin.atlassian.com>>User Management>>Users - Identify the user A@Atlassianaccount.com with Atlassian Account and
  Products>>Jira Service Management >>Portal-Only Customers - Identify the user A@Portalonly.com.
• If the user has two accounts as above, migrate the user from portal-only customer to Atlassian account.

Expected Results

The easiest way to identify the users on both accounts and bulk migrate them to the Atlassian Account.

Actual Results

Manually identify the user on both accounts and migrate them to the Atlassian account.
