Issue Summary

Drag and drop a field in Jira service management form seems not working.

Steps to Reproduce

1. Go to a form in Jira service management project
2. Drag and drop a field

Expected Results

We should be able to reorder the field using drag and drop function. Nothing happened when click the Reorder field.

Actual Results

Filed is not moving when drag and drop.

Workaround

Use key board shortcuts to copy/paste.
